The royal household in Thailand even assembles its elephants once a year so a holy man can preach an annual sermon to the gentle beasts, urging them to mind their manners in the presence of the king. Secretary of Defense Robert Gates told troops in southern Afghanistan on Tuesday they would soon be part of a “decisive phase” in the war — an operation to impose control over the Taliban heartland of Kandahar province.
